Kirkwood, Missouri (population 27,540), is a thriving and historic community established in 1853, the first planned suburb west of the Mississippi River. The City is located approximately 14 miles southwest of downtown St. Louis. Kirkwood’s business district is on the National Register of Historic Places, and is home to many restaurants and shops. The City has been consistently recognized for its livability and family-friendliness.
The City is seeking an experienced Fire Chief to lead its full time Fire Department. The Department covers 9.8 square miles of area including the entire City of Kirkwood as well as 1,400 City of Oakland residents, for a total service-population of nearly 29,000 residents. The Fire Chief reports to the Chief Administrative Officer (City Manager). The Chief Administrative Officer is responsible to the Mayor and six City Council members, operating under the Council-Manager form of government. The current Fire Chief is retiring after more than 18 years of service to the City.
The Fire Department employs 47 full-time sworn and non-sworn personnel, and is presently adding seven firefighter/paramedics to staff a third ambulance approved in the current-year’s budget, for a total authorized workforce of 54. Nearly all of the full-time firefighters are Paramedics, with a few grand-fathered as EMTs. Kirkwood maintains three fire stations, housing two engine companies, one ladder company, and three paramedic rescue ambulances on a daily basis. Additionally, special teams are staffed in Specialized Rescue Services, and Hazardous Materials Emergency Response, as the Department is a charter member of the St. Louis County Special Operations Team. The current operating and capital budget is more than $5.2 million, projected to increase to $5.8 million in FY 2016-17. At the end of FY 2015, the Department’s personnel responded to 4,395 calls for service, of which there were 1,475 fire/service calls and 2,920 EMS calls. The Department has an ISO rating of 4.
The City is seeking an energetic and experienced leader with strong communication and interpersonal skills. A commitment to high professional standards is required and experience with both fire and EMS is important. The ideal candidate must have an inclusive managerial style and experience working in a union environment. A minimum of 7- 10 years experience in the fire service with at least three years of increasing responsibility in a command position is required. The candidate must possess a bachelor’s degree in Fire Science, Public Administration or closely related field from an accredited college or university, or an equivalent combination of education and experience. Command level leadership training such as Fire Officer Certifications, Executive Fire Officer, Staff and Command, Chief Executive Officer and/or a Master’s Degree are a plus.
Starting salary is $115,000 +/- DOQ. An attractive benefits package is also offered.
