Saying he can’t ensure the safety of firefighters or the personnel, Doug Stevens announced Tuesday morning that he is leaving the Bullhead City Fire Department. “We have a culture that is not focused on safety,” he said at the fire district’s governing board meeting. Stevens, the department’s assistant chief for operations, said that his resignation is “in protest,” citing management practices he said are “deceptive, reckless and irresponsible.” He also said that the management practices are negligent. “Negligence” is a legal term, Stevens said. “I am not an attorney,” he said. “But I do believe that wilfully violating your own policies and wilfully violating federal law constitutes negligence. Failure to properly train and equip your personnel constitutes negligence."
