An Elsmere man has been arrested in connection with an explosive device that detonated in a neighborhood Monday.
Police handcuffed Mark J. Consiglio, 48, and charged him with three felony counts of manufacturing, possessing, and using an explosive device.
The state Fire Marshal's Office said they found three explosive devices in Consiglio's home on the 700 block of Baltimore Avenue.
At midnight Monday, an explosive device detonated, shattering a window and sending a heavy police presence to the scene. He's awaiting arraignment at the Justice of the Peace Court. Officials said they expect to file more charges against Consiglio.
