VIDEO: A 24-year-old Burlington man has been charged with arson and transported to the Des Moines County Correction Center, accused of setting fire to the residential living center in which he lived. Previously, Burlington police said they had a suspect in the fire that caused around $30,000 in damage to a supported community living home in the 1000 block of North 9th Street and that he was developmentally disabled. That man, Randy S, Soell, 24, person was "placed into a secured environment" and was receiving treatment and an evaluation, detectives said Tuesday.
