The Star Fire Protection District is the latest Treasure Valley agency to look at impact fees as a way to have growth pay for growth. The Star fire district board on Thursday approved a capital improvement plan that includes an $809 per residence impact fee. The capital improvement plan also included a 38 cent per square foot impact fee for non-residential developments. Because the Star fire district covers areas in both Ada and Canyon counties, the impact fees would apply to both Ada and Canyon counties if approved, Fire Chief Greg Timinsky said. The capital improvement plan was approved by the Star City Council in November, and the plan passed the fire district board unanimously. There was little discussion on the impact fees in the capital improvement plan, as Commissioner Jared Moyle noted he believed there was little that needs to be resolved before the issue goes to the counties for approval. Timinsky said impact fees are a way to make growth pay for growth. The fees would only be used for capital improvements such as new buildings for the fire district.
