A divided City Council on Monday night approved a new, long-disputed contract with district fire chiefs that includes a series of retroactive and future pay raises and a clause that will require future chiefs -- but not current ones -- to live in the city. The vote was 7-6 to grant final passage to the contract for the 10-member Springfield Fire Chiefs Association. Councilors have been battling over the contract issue the past two years, with three prior rejections of contact agreements. Councilors who opposed the contract said the residency requirement was not strong enough, believing it should apply to current members. The councilors have objected that six of the 10 members of the district chiefs union do not live in Springfield.
