Judge rules man accused of burning Bowie city cars can't stand trial

Last month a Prince George’s County Circuit Court judge found the man accused of vandalizing multiple city vehicles last June incompetent to stand trial. Joseph William Clark of Bowie allegedly set five city vehicles on fire and vandalized another eight at a public works facility on Annapolis Road, according to police. In the June incident, officers also reported the inside of a public building was vandalized. Police said Clark caused $113,700 in damage, and he was charged with five counts of second-degree arson, maliciously setting fire to property, malicious destruction of property less than $1,000 and malicious destruction of property more than $1,000. At approximately 12:40 a.m., June 12, a patrolling officer observed a burning vehicle outside the facility on Annapolis Road, according to a police incident report.
