Find a new response model; one that works with fewer captains. That was the order from Watertown City Manager Sharon Addison to Fire Chief Dale Herman after eight fire captains were demoted to save money. But firefighters didn't like the result. Battalion Chief Tim Wiley emailed Addison that none of them support it and "this plan has been hatched to try to win an argument in court." That's a reference to legal battles between city hall and the firefighter's union. The city manager emailed him back blaming Chief Herman for a plan that failed to get firefighter support: "I relied on the chief's expertise and knowledge" and "now I am questioning his abilities and motives," she wrote. But Chief Herman says he came up with three options on Addison's orders but did not support any of them.
