Gov. Andrew Cuomo on Tuesday issued a state of emergency for several upstate counties as heavy rainfall continues across much of New York. The state of emergency will be in effect through Aug. 21. It covers Broome, Chemung, Chenango, Cortland, Delaware, Monroe, Onondaga, Ontario, Schuyler, Seneca, Steuben, Tioga, Wayne and Yates counties. The state Emergency Operations Center in Albany is monitoring heavy rainfall and flooding in the affected counties. Roger Parrino, commissioner of the state Division of Homeland Security and Emergency Services, has been deployed to Seneca County. Twenty-five soldiers and five vehicles from the New York Army National Guard's 204th Engineer Battalion in Binghamton will support the flood response in Broome County. Twenty-five airmen and five vehicles from the 174th Attack Wing in Syracuse have been deployed to Seneca County.
