Canton's Dairy Queen Fire Ruled An Arson

Last August's fire that destroyed Canton's Dairy Queen restaurant has been officially ruled an arson. Canton Police Chief James Santimaw said the the determination was made by the state Office of Fire Prevention and Control. According to court documents, 20 year old Cody Horrocks of Canton confessed to setting the fire. However, he's charged only with third-degree burglary and fourth-degree grand larceny. Santimaw said the state's ruling is being presented to a St. Lawrence County grand jury, meaning Horrocks could soon be indicted on an arson count. According to court documents, Horrocks told a police officer he caused the fire by stuffing a trash bin with papers and lighting it on fire. The flames then spread to the building. He also confessed to taking $1,600 from the Dairy Queen before starting the fire, the documents said. Santimaw said the investigation determined Horrocks tried to cover up his theft by burning video surveillance equipment.
