Action News Investigates has learned two neighboring fire departments were never called to the fire. This is the second fatal fire in Allegheny County this year where nearby departments were not allowed to respond. "He was a very simple, humble man, and we all really love and miss him," Papa J's general manager Michael Troiani said of longtime employee Mike Wells. Wells died in the fire that also destroyed the landmark restaurant in downtown Carnegie. Records show that when the Papa J's building caught fire, departments were dispatched from throughout the South Hills.
