Follow Up: East Providence city manager responds to harassment allegations

The city manager of East Providence is responding to allegations of harassment filed by the city's human resources director. As first reported by the NBC 10 I-Team, Kathleen Waterbury filed a harassment complaint with the Rhode Island Commission for Human Rights against the current and former city manager and the fire chief. Waterbury was in the audience for the city council meeting Tuesday night but declined comment, instead referring NBC 10 to her lawyer. Waterbury's complaint claims former acting city manager Paul Lemont repeatedly asked her to take a shower together and claims Lemont showed her and a coworker photos of naked women on his city iPad. NBC10 went to Lemont's home to get his response. Asked if he denies the allegations, Lemont replied, "Thank you for coming. Everybody has a day in court, don't they?" Waterbury also claimed that when new city manager Richard Kirby took over last September, she took her complaints to him but he dismissed them and instead has tried to retaliate against her. "I wasn't there at the time the alleged incident occurred," Kirby told NBC 10 before the city council meeting. "There wasn't anything for me to investigate. It was mentioned to me in a meeting. She was uncomfortable with it. But I never participated in anything other than making it known that there was no need for me to investigate it," Kirby continued. "I'm not retaliating against anyone. I haven't done anything."
