The report of an overturned vehicle crackled over the police scanner in Jay Cullinan’s childhood home. A volunteer firefighter at a nearby station had been dispatched to the crash in Goochland County. So Cullinan, then a 16-year-old wannabe firefighter, drove the quarter-mile to the station and asked if he could help. “Jump in the truck,” he recalled volunteer Lt. Kenny Waddy telling him. A man had been thrown from his vehicle and was in cardiac arrest when Cullinan and Waddy arrived. He would later die.
