A memo uncovered by 8News on Monday shows that the Richmond Fire Department is making a contingency plan for staffing. The memo says that at times, the fire department doesn't have enough personnel to meet minimum staffing and that the department is routinely hiring people for overtime. Firefighters told 8News that morale is low and people are leaving the department left and right for better pay. Chief Melvin Carter told 8News the problem is firefighters improperly calling out sick. He said the public can feel safe that there are enough firefighters to respond to calls, and that this is just a contingency plan.
