Joe McLaughlin has been in the construction management business for 40 years and he thought he’d seen everything – but when he walked into a massive shuttered office building in Ballard last month he was so stunned that he had to return the following day to make sure what he saw was actually real. The walls of the 40,000-square-foot former Department of Social and Health Services (DSHS) office were covered in graffiti featuring skulls, curse words and nudity. There were piles of drug needles and human waste on the floor and trash was strewn everywhere. There was even a mini methamphetamine laboratory set up in what was once a childcare facility.
