Onalaska Town Board waiting on Holmen Area Fire Dept. proposed impact fee

The Onalaska Town Board decided to take a wait-and-see plan of action regarding a $100-impact fee proposal for the Holmen Area Fire Department’s capital fund. The board decided at its meeting Tuesday to table an agenda item that would authorize a board representative to negotiate the fee schedule for the proposal. The town supervisors learned the village of Holmen has contracted to have a study done on its impact fee schedule, and the town board members wanted to wait until the outcome of the study is made public. The study was scheduled to be completed at the end of July. Impact fees are included on building permits and collected by municipalities to help communities cover the costs of the increased demand on services new developments create. The fees are to be used to aid in covering public facility expenses created by the growth. Holmen Area Fire Department Assistant Fire Chief Bill Bulawa suggested at the fire district association board meeting June 23 that the fee be added to building permits as a way to raise more money for the fire department. Holmen firefighters are concerned about being able to fight fires in multi-story buildings without the proper equipment for reaching the upper levels of the structures. The town of Onalaska is a member of the Holmen Area Fire District Association, along with the village of Holmen and the town of Holland. Each member municipality contributes $25,000 annually toward a capital expenditures and a reserve fund. The capital expenditures account funds are to be used for purchasing equipment and improvements to the fire station.
