A 12-year-old local boy was honored by the Racine Fire Department Wednesday with an Outstanding Citizen Award for the way he responded last month after his grandfather fell down a long flight of steps. Three Racine firefighters honored seventh-grader Lucas Condill at Mitchell Middle School, 2701 Drexel Ave., with the framed Outstanding Citizen Award certificate. Driver-operator Brian Isenberg of Station No. 6 and Condill’s grandfather, Don Totten, recounted the events of Nov. 15. Totten said he’d gotten out of bed at about 3 a.m. and then fell down a flight of 17 stairs. The fall knocked him out momentarily, he said.
