A man with a lighter allegedly set a kiosk on fire on State Street Friday night, causing several thousand dollars to the structure. Liam Woods-Smith, 44, no permanent address, was arrested and tentatively charged with arson, Madison police said. The fire was reported at about 11:45 p.m. in the 600 block of State Street. "There was a man with a smile on his face standing near a burning State Street kiosk Friday night," said police spokesman Joel DeSpain. "A responding officer asked him if he did it and he said 'I did.'" Woods-Smith threw a lime-green lighter on the ground and said he started the fire with the lighter.
