An arrest warrant has been issued for a man accused of neglecting an 18-month-old boy who died of injuries caused by a fire last month. A criminal complaint filed Oct. 5 against Vernon Williams, 29, of Menasha, charges him with neglecting a child causing death. The boy was rescued by firefighters Sept. 6 from an apartment building at 127 First St., but died of his injuries days later. The boy had severe burns covering about 70 percent of his body, the complaint said. Williams has so far declined to turn himself over to police, the Menasha Police Department said in a statement Thursday afternoon, which confirmed that a warrant had been issued for his arrest.
