Job Summary:

Plans, directs, and coordinates the activities of plan check staff in the Fire Department and provides technical oversight of Planning and Development Services (PDS) fire plan review and inspection staff. Assigned to supervise and direct one or more functional areas of the Fire Prevention Division (code enforcement, public education, wildfire planning & mitigation, investigation and community risk reduction). Acts as Fire Marshal in his/her absence. Has considerable latitude for independent action and discretion in performance of assigned duties and is expected to carry out all functions through to completion with general instructions from the Fire Marshal.

Essential Job Functions:

 This position will complete the following duties:  Provides technical assistance to architects and engineers and interprets engineering calculations. Reviews detailed and complex plans and performs fire risk analysis of complicated or potentially hazardous situations to ensure compliance with the provision of fire code. Makes necessary field inspections to determine compliance with appropriate codes. Answers public inquiries regarding plan checks and provides fire protection information. Oversees records retention and provides court testimony as subject matter expert on fire protection and code enforcement issues.

Provides technical oversight for the PDS fire division staff and oversees all Boise Fire Department new construction activities. Serves as department program manager for new business development. Attends "early assistance meetings" to identify potential problems in the conceptual development process and ensures plans will be accepted through the Fire and PDS process with minimal or no delays. Reviews detailed and complex plans and performs fire risk analysis, in partnership with PDS/Fire. Suggests ordinances to improve plan review processes or rates. Ensures appropriate new occupancy information is shared with all fire department personnel.

Reviews all pertinent planning and zoning applications for areas of fire department concern including but not limited to access and water supply.

Requirements:
Requires education and/or experience to attain the following:

Ten years of increasingly responsible work experience in governmental fire prevention or closely related field, of which three of those years are in a supervisory capacity.

Bachelor's degree from an accredited college or university in fire protection engineering, fire science, fire administration, business administration, or a related field. An equivalent combination of education and/or experience may be considered.

Advanced knowledge of modern principles and practices of fire protection engineering including hydraulics, structural design, and chemistry; International Fire and Building Codes and National Fire Protection Association Standards and Guides; engineering methods and practices; fire protection hazard analysis; reliability and risk analysis in fire protection; principal fire hazards in industrial processes, storage, and transportation; construction materials, methods, and techniques; principles and practices of fire administration and training administration.

Advanced knowledge of fire prevention inspection methods; types of fire hazards, and modes of eliminating such hazards; modern developments in the fire protection field; effective management and supervisory practices and principles; public sector budget administration, purchasing, legal notification and bid requirements; and property acquisition and management practices.

Licensing and other requirements:

Fire Inspector I by the International Code Council
Idaho State Fire Inspector within six months of employment
Fire Inspector II by the International Code Council within one year of employment
Fire Plans Examiner by the International Code Council within one year of employment
Valid Idaho driver's license.
