Position Description – Fire Chief

Position Summary: The Fire Chief performs a variety of supervisory, technical, and administrative
tasks in leading Department operations in its mission of “Life Safety and the Protection of Property”.
Position functions include leading, coaching, planning, organizing, directing, and implementing fire
prevention/suppression capabilities, emergency medical services, general emergency response
capabilities, training and education programs and fire code compliance. Supervises District personnel
including, motivating, counseling, evaluating, and disciplining volunteers
and employees. Represents the District within and across County, State and Federal agencies.
Key Responsibilities (Essential Functions). % of time
1) Operations: Respond as necessary to emergencies that threaten lives, property and
safety within the district, including requests for mutual aid outside the district. Plan,
organize, assign and direct department operations and incident responses with respect to
strategy, safety, equipment, apparatus and personnel. Take necessary steps to maintain
operational readiness supporting continuous improvement. Directly supervise officers
and office management personnel. Oversee supervision and evaluation of volunteers.
Ensure the proper maintenance and care of all MVRFD property, apparatus and
equipment including PPE, vehicle maintenance schedules, records, etc. Oversee fire
prevention and educational programs for the public. Report monthly to the
Commissioners on matters of importance and interest. Oversee preparation of
Commissioners meeting agenda and minutes with necessary supportive documentation.

2) Budget: Accountable for preparation of monthly, quarterly, annual financial reports.
Accountable for preparation of operations and capital budgets. Inform Commissioners
on all MVRFD financial matters. Maintain necessary records for accounts payable,
accounts receivable, payroll data and other bookkeeping processes. Confirm proper
controls are in place with compliance, including pre-spend approvals. Ensure all
financial matters of MVRFD comply and are compatible with federal, state, county or
other applicable governing body, laws and/or regulations.

3) Training & development: Develop and provide high quality training programs for
personnel ensuring both the maintenance and improvement of individual and group
emergency response capabilities. Monitor training participation to ensure individual
personnel capabilities and proper duty assignment based on training and ability to
perform. Oversee external training opportunities for MVRFD personnel. Obtain AHACPR
and Stop-the-Bleed instructorship.

4) Human Resources: Accountable for volunteer recruitment, motivation, training and
reward programs. Accountable for all MVRFD employee hiring, dismissal, and
performance management. Ensure that all personnel are familiar with department
policies and procedures. Oversee maintenance of personnel records on all MVRFD
volunteers and employees. Prepare/modify/update policies and present to the
Commissioners for adoption. Develop, modify, approve, and implement Standard
Operating Procedures as necessary to support safe and efficient operations. Responsible
10% to develop and implement programs supporting high levels of volunteer morale
resulting in targeted levels of participation in incident response and training
participation.
5) Strategy, Planning: Develop and maintain long-term strategic operational plans for
Commissioner approval supporting the ongoing success and growth of MVRFD.
Participate in Adams Country Emergency Services planning processes as necessary to
ensure inclusion and integration in county wide operational planning.

6) Regulatory Compliance: Conduct Fire Marshall duties as required. Supervise
investigation of cause and origin of all fires as required. Maintain a schedule of hydrant
testing.

7) Other Duties as Assigned: Perform additional duties as assigned by the
Commissioners, and/or as required by law.

communications with public and department personnel.
5) Attend fire service conferences and conventions and other educational meetings as necessary to
keep abreast of modern firefighting methods and administration.
6) Meet with elected or appointed officials, other fire/EMS officials, community groups and the
public on all aspects of the department’s activities as necessary.
Education and Experience
Education/Training/Abilities
− Bachelor’s Degree in fire, EMS, Leadership related field(s) or equivalent experience
− Idaho certified Emergency Medical Technician or above
− Completion of the following: IFSTA Firefighter Essentials Training, Wildland Fire Training,
Hazmat, Extrication, NIMS, ICS (100, 200, 700), Critical Thinking for Company Officers
− Working knowledge of the 2015 International Fire Code, Idaho Administrative Rules (IDAPA)
− Intermediate or higher skills in Excel, Word, PowerPoint, Fire Programs
− Basic knowledge of Quick Books
− Physical ability to meet the requirements of the position
Experience
− 5 years’ experience within the fire service industry including as an officer,
− Or any acceptable equivalent combination of Education and Experience
− Demonstrated experience leading, motivating, and rewarding service in a volunteer-based
organization
Work Environment & Physical Demands:
- Work is performed frequently in an office environment with moderate noise level
- The employee in this class is frequently subject to inside and outside environmental conditions
- Work shifts as scheduled by the department
- Constantly requires driving a motor vehicle in order to attend meetings and reach sites
- Constantly requires clear vision to read printed materials and hearing and speech to
- communicate in person, over the telephone or through a two-way radio system
- Constantly requires repetitive movement of the wrists, hands and /or fingers
- Constantly requires strength and stamina to respond, act, and oversee emergency
- Constantly requires mobility and physical reflexes, which permits the employee to function in a
general office environment to accomplish tasks
- Must pass the District’s physical and medical requirements and maintain active annual
participation in the District’s annual physical program in accordance with NFPA 1582
Residence
− Full time in District residency
− Must possess and maintain a current/valid Idaho driver’s license within 3 months of employment, and
maintain an acceptable driving record.
