First responders who volunteered at Ground Zero would be eligible for an accidental disability pension in New Jersey under a bill passed by the state Legislature on Thursday. The bill is named after Bill Ricci, a Clifton firefighter who assisted in rescue and recovery efforts at the World Trade Center. Eighteen years later he has as been diagnosed with a respiratory disease that he said leaves him unable to meet the physical demands of his job. But because he wasn’t on official duty when he volunteered at Ground Zero, Ricci said he doesn’t qualify for an accidental disability pension, equal to two-thirds of his salary. The bill passed out of the state Senate and Assembly on Thursday would change retirement system rules to allow public employees in New Jersey who weren’t on duty but volunteered at Ground Zero and who have qualifying medical conditions to receive accidental disability retirement benefits.
