A five-alarm fire that leveled a multi-unit apartment building last month in the Rochester's 19th Ward was determined to be intentionally set, the Rochester Fire Department's Arson Task Force revealed Wednesday. Investigators stated the fire that destroyed the 28-unit apartment building at 440 Thurston Road on Dec. 10 was arson, Investigator Thomas Dorrer said. The three-story apartment building, known as the Flanders, was near the corner of Thurston Road and Flanders Street. Officials determined that only 9 of the building's 28 apartment units were occupied, and all 12 residents were accounted for.
