VIDEO: A fire that broke out at a Lycoming County recycling facility has been burning since Monday afternoon, according to authorities. According to NBC affiliate WBRE, the fire began at the Penn Recycling plant in Williamsport sometime around 2:30 p.m. Fire crews were reported to still be fighting the flames into Tuesday afternoon. The flames broke out in a debris pile of old car parts. According to WBRE, the pile is four stories high and about the size of a football field. WBRE reports officials are warning residents of air quality concerns because of the changing wind directions. They said the winds are causing the smoke to spread over far distances. "I would tell residents if the smoke is drifting through your neighborhood stay out of it. Stay in your residences," said Williamsport Fire Bureau Chief David Dymeck.
