The City Council passed an operating budget for the new fiscal year Tuesday on a 6-3 vote. Council members Sharon Hightower, Jamal Fox and Tony Wilkins cast the dissenting votes on the $534.6 million spending plan after a discussion that centered mostly on previously approved raises for the city’s sworn police officers and firefighters. The 7.5 percent pay raise will bring starting salaries for those jobs more in line with pay in neighboring cities.
