Gov. Lou Leon Guerrero's office announced on Monday that $3.8 million has been returned to the Enhanced 911 Emergency Reporting Fund, which was erroneously taken during the previous administration.
The administration had until this week to return the money that's supposed to be used to upgrade Guam's emergency 911 phone system as required by law, but was instead used for other purposes. Guam Fire Department is now able to continue to move forward with the procurement of a service contract for its Next Generation 911 System upgrade, the governor's office said.
In January, the Public Utilities Commission determined that the government of Guam, the Department of Administration and former directors Benita Manglona and Christine Baleto violated the law by transferring $3.8 million from the Emergency 911 Fund to the General Fund.
