Two charged with arson after fire at Racine community policing house

Prosecutors have charged two people with arson after a fire at a community policing house in Racine. According to a criminal complaint, Justin Hernandez and Kylie Gelmi were both seen on video setting fire to the house Monday. The two are not from Racine. "Anyone who is from this community would not do that," Police Chief Art Howell said Tuesday. "When the Thelma Orr COP house was burned last night, we lost more than a building. It was desecration to Thelma Orr's memory." That community policing home is named after Thelma Orr, a community activist who marched for fair housing in the 1960s, tackled Racine redlining and encouraged people of color to apply to the police force.
