A Green Bay man was charged with setting vehicles and trailers on fire and stealing from storage units in Brown and Oconto counties. Police said Thomas L. Smith, 58, was a "serial arsonist" based on his involvement in multiple fires in Ohio and Wisconsin dating as far back as the 1980s, according to a criminal complaint. He faces four new counts of arson of a property other than a building, two counts of theft, one count of burglary, and one count of obstructing an officer. The additional charges came nearly a week after Smith was charged with starting a March 19 fire at Lok-Safe Storage, 1610 Stiles Road. The storage facility fire caused about $500,000 worth of damage to at least 34 storage units.
