Fort Smith directors concerned about funding new needs with 2020 operating budget

The board had concerns, however, about funding the new requests. Large equipment, vehicles, major projects and personnel needs fall into this category and are not included in the standard operating expenses. Two of big ticket items are citywide employee pay raises and a police and fire dispatch system overhaul, which is being held together by “baling wire and a little duct tape,” Information and Technology Systems Director Russell Gibson said. “The Computer Aided Dispatch system and Records Management system (CAD/RMS) currently utilized by the Fort Smith Police Department is in dire need of replacement as it is antiquated and ineffective,” wrote Police Chief Danny Baker in a memo to City Administrator Carl Geffken.
